I used to apply lip liner first and then fill in the lipstick but I found out that applying the lipstick
first and then outlining the lips really makes a difference. The lips look more defined and this helps more with lipstick bleeding.
If your wearing a red lipstick definitely add lip liner last because red lip is meant to have that finished polish look around the lips.
Also, if you want to change the lip color of the lipstick blend your lip liner in with your lipstick on your lips.
